It should be able to extract arbitrary frames from an MPEG file. It (and any libraries required) should be available in source, preferrably LGPL (source is a must, free-as-in-free-lunch is *not*). And it should be portable amongst UNIX platforms. I have already looked at xanim-loki (is unable to read MPEGs), at mjpeg_tools (none of the tools can *start* from an MPEG), at dumpmpeg+libsmpeg+libsdl (too slow, and currently goes through an X window), at libmpeg3 (kicks ass, but is Linux only).
