What the TV norm gives, i.e. 640x480 @ 30fps for NTSC, a bit larger
image @ 25 fps on PAL + SECAM.

If the image size is smaller than half height you can split the
fields and use them for different things, i.e. capture two small
streams or do overlay and capture at the same time with full frame
rate.  If the image size the applications ask for is to big for
field splitting the frame rate will go down instead.
