I would guess that the TDA9850 is alot like the TDA9851, which is an FM stereo decoder (TV audio). It rips the audio from the TV signal and routes it to a codec. It is usually programmed via an IIC bus. It is a simple device -- you program it for stereo, mono, mute (and some other options).
