Not the open() locks down resources, but STREAMON does (and STREAMOFF
unlocks them).

Hmm, for VBI it would make sense _not_ to lock down some ressources
on STREAMON (maybe just the TV norm, but nothing else).  bttv doesn't
lock stuff currently, i.e. you can happily switch TV stations and
inputs while alevt is running.
