Are you sure that DMA bus mastering is active on your PCI cards?  Yes, the MVP3 is a bit cursed by PCI latency issues, as are all Apollo chipsets since, AFAIK.  You might also want to look at a less processor-intensive video card, such as a V3 or Banshee.  Don't buy an nVidia card, they're even more CPU- and bandwidth-hungry.
