xawtv &
xawtv -noxv -c /dev/video1 &

or 

xawtv -xvport port#_of_2nd_card &
xawtv -noxv &

depending which one you want to use the Xv extension with.

(You could try both cards without Xv, but if a window overlaps both
xawtv windows everything goes crazy!)
