The reason for that as I understand it is that mp1e doesn't do P or B frames, just I frames. This means its output is less compressed than most mpegs you get. Since it doesn't have to do motion compensation vector stuff, it saves a lot of CPU. An encoder that does P and B frames will take a lot more cpu time than a decoder playing back P and B frames.
