For videoconferencing software, I recommend the
OpenH323 project   www.openh323.org

There is both source and binaryies available
for linux and you can Video Conference
with other programs using the H323 protocol
including Microsoft NetMeeting on Windows PCs.

You could also use Vic and Vat to 
videoconference.

If you want to use an orginary video camera you
need a video capture card or TV Tuner card
using the bt848, bt849 or bt878 chipset.
eg the Hauppauge WinTV cards.
(not the digital TV or USB models)

You can then attach a normal PAL or NTSC camera.
and you use the bttv driver.
