What kind of encoding are you planning on using?  If you are planning on
mjpeg, you had better go for 320x240, because 3.5 megabits/sec for 640x480
mjpeg is at the "picasso" level of quality.

I've always thought that the horizontal lines of resolution that get quoted
for analog video need to be doubled when you talk about digital resolution. 
300 lines means that you can have an image of 300 alternating white and back
lines (600 total) before the black and white lines start to merge into gray.

CCIR 601 specifies 720 pixels horizonatally, which equates to 360 horizontal
lines in analog specs.  VHS tape is typically less than 200 lines, and a
352x240 VCD is considered slightly worse than VHS.
