C++ user space library

I've become somewhat frustrated by the lack of good V4l2 applications 
available.  I was thinking of writing one myself, when I realized how much 
work it is to learn much of the interface involved with doing video capture.
So I am strongly considering writing a C++ user-space library which will make 
application development much nicer.

Does anybody know if this has been done before, or if this is a good idea?

If I get the the point where it is actually doing useful stuff, where would I 
send it?
