V4L/V4L2 VBI interface error

Hi,

I just got an old ATI TV Wonder VE card from a friend.
I installed it in my Redhat 9 and everything seemed
work and image looked okay, but then I found out there
is no subtitle(CC) when I ran zapping, and when I 
close zapping the console show

V4L/V4L2 VBI interface: Failed to read from the device
Aborting.

Can someone give me a clue if this was the hardware
failure or my setup was wrong.
