Maybe there are also other relevant factors like the quality of the
components on the PCB. Transcode reports receiving 24.96 frames per
second, so the computer and the SAA7134 definitely have a different
opinion on timing. Maybe it's the quality of the crystal used.

What card brand are you using? Maybe it boils down to certain brands of
saa7134 PCB's.
