upper channels tune in fine; lower channels don't work

I have an AverMedia TV98 capture card that works fine under Windows XP.

Under Redhat Linux, I am using mythtv, and I can watch channels 18 and
higher. The lower channels don't tune in. I suspect I need to tweak
the tuner, but I don't know how to do that. I am fairly new to all of
this.

Any suggestions on how to get the lower channels to tune in?

After starting mythtv, the command "dmesg | grep bt" reports:
