TV Card Capture or VCR to Capture Card

Im wondering which option tends to obtain the best quality capture:
 
Option 1: Use a TV Tuner card to capture direct from cable signal or VCR Playback to the hd of the system.
 
Option 2: Use a VCR for the cable tuner and use a composite to fire wire to the fire wire card in my computer.
 
 
My purposes are;
 
1) Capture broadcast shows and make vcd's for the wife and kids...(god forbid they miss an episode of yu-gi-oh....).
 
2) Capture REALLY old video taped shows and home movies on my old hi-8 video camera.
 
 
Opinions would be greatly appreciated.
