No... it shouldn't do that. Do you use correct frame number as VIDIOCSYNC
argument?

Do other programs (xawtv etc.) work? If no, something is broken. If yes,
you could try posting a short piece of your example code which doesn't
work. It sounds that you're doing everything correctly, but it's hard to
say without code.
