Some, possibly most, soundcards, can capture from more than one input
source at the same time, for  example, line and mic.  However, your problem
will be in seperating the signals, as it's not possible to capture them to
seperate processes.  Also, recording a line level source with a mic input
is not recommended as the mic input is much more sensitive and is not
designed for this.

My understanding, as a newbie to all this, is that many cards have OSS
drivers that will allow you to capture the sound right off the tuner card.
If your cards fall into this category, then you shouldn't need anything
extra.
