I had this problem (NTSC) with v4lctl, and despite carefully copying and
pasting the string from the error message ("NTSC-M"), it still
complained. I finally made it go away by changing /root/.xawtv's "norm"
entry to "NTSC-M" (instead of "ntsc"). Maybe you have "pal" instead of
"PAL" in that file... Strange behavior.

Also, I gave up on the 0.2.1 driver/kernel 2.4.20/xawtv 3.80 combo for
the time being. I managed to compile everything by munging the time.h
includes, but the resulting image was disappointing... kind of like
doing PAL with an NTSC tuner: scrunched grayscale with an off-synch (or
something) lower area. I have an SAA7130 FV2k (tuner type=39), which
works fine with the older stuff and 2.4.19. Will try 0.2.2/3.81 when I
find the time.
