For PAL, default frame dimensions are: width=768, height=576. This is 1:1.
For scaling, just change these dimensions, and you can scale the image to
any size you like. It works similarly for NTSC, etc. This is using the
original v4l API.

I am certainly no expert when it comes to v4l, but I hope the above works
for you.
