uhmm; that's just the decoded "Type 2" group, something that's easily
done in user space, if you had access to the whole RDS stream. 

Maybe we can distinguish between these types by different capabilities?
Something like "V4L2_CAP_RDS_CAPTURE" and "V4L2_CAP_RADIOTEXT_CAPTURE"?
Just a thought...
