Untrue.

The data rate you get from the hardware depends entirely on the AC97
codec your vendor chose to provide. A good codec will do rate adaption
a bad one will do 48Khz only.

ALSA libraries can do software rate adaption but in general you should
question whether you want rate adaption before you process audio because
the damage it does can be significant
