Hmmm.  Do you find 25 fps acceptable?  I have tried 25 on the likes of
CNN, which has a (right to left) smooth scrolling banner along the
bottom and it just seems to jerky at 25.

Yes, it does.  I have used the -q with ffmpeg proper.  It is certainly
an interesting feature indeed.  Does it actually vary the bitrate?
Does the MPEG1 spec allow that?  It really only does make sense.  Only
use as much bandwidth as is needed but use it when needed.  I will try
experimenting with it too.
