In the BeOS TV app, there's a checkbox labelled "Use Phase Lock Loop".
When this is unchecked, my TV goes black and white, full of static and
the v-hold goes (remember v-hold on old TVs?). When it's checked, the TV
is fine. In XawTV there's no such checkbox and my picture looks awful.

Has anyone else had this problem? How did you solve it?

Booting into BeOS whenever I want to watch TV is getting ridiculous. :(

Tech specs:

TV card - PMC Consumer Electronics "PaceTV and Radio card", BT878KHF,
Philips tuner, PAL, UK air.
Linux - Kernel 2.4.8, Mandrake dist.
XawTV - 3.60
