Its a bit hard to call it in that way. VHS is analog so the numbers aren't
that simple. 

Typically folks claim that good Video CD Mpeg1 is about equivalent to VHS in
subjective quality - so with typical encoders you probably want 300Kbit or
so.

Use a bttv card with a real camera. Camera (and in general input quality) is
important for things like mpeg
