What I mean is why not make a modeline that matches the TV standard? I have 
the following modeline in my X setup (that's for NTSC, not PAL):

Modeline      "700x525" 79 700 732 780 892 525 526 529 554 -hsync -vsync

It works perfectly for me, and I don't have to bother with hardware scaling 
at all. The xawtv config allows me to specify that resolution for fullscreen 
so a simple 'f' keypress gives me a full screen.

Actually, I did that because hardware scaling didn't work for me when I first
bought my card.
