Yep, sorry if I've been uninformative.

It's plain C and plain open( dev_name, O_RDONLY )

Yep, /dev/radio from tuner module (bttv driver)

Nope. No ioctls in my C program (yet).
It's something like :

  if( ( fd = open( dev_name, O_RDONLY ) ) > 0 ) {
    printf( "Hurray!\n" );
  } else { 
    fprintf( stderr, "No interface found!\n" );
    exit(1);
  }
