At one stage I looked long and hard to find an official YUV420 format. 
I found nothing, but all the apps I found were expecting YUV420P, which
is why v4l2 ends up mapping the two together.  So it is entirely
possible that the Philips one could be correct (it is the only packed
definition I have seen that makes any sense).
