Thanks thats probably it ... 
Looks like the place to fix it and then I can get rid of my primitive little patchscript
I changed just the permissions to 770 - v4l is not really a securityrisk right ?

How about the risk to add apaches cgi execution group (apache) to group 'sys' ?
