an ioctl -- absolutely, but i'm not sure about the audio part ;)

something along the lines of bttv_ioctl():BTTV_PLLSET would be
better.

[btw, the bttv driver in recent kernels really has improved; at
 least i haven't been able to make it fall over yet; it survives
 hours of capture under stress, when it used to break within
 minutes on an idle box, and almost immediately if something else
 was going on. Hopefully it will reach 2.4 proper in this state]
