I have a Tv Card thats based on the BTTV Driver, what distro are you using?

To get mine working under RedHat i do the following as Su - root

insmod videodev
insmod i2c-core
insmod bttv type=0 <<< This Auto Detects the Card
insmod tuner type=0 <<< This AutoDetects the Tuner

I am running XawTV, cause I found it to be the only one to work properly
with my card... http://www.strusel007.de/linux/xawtv/index.html
