I wrote something along the same lines about a year ago. I didn't interface
v4l directly, but instead hacked up streamer (from xawtv) to export
its capture buffer as a shm region, and send out messages to other programs
interested in the data (including motion detection software written in C,
and some Java software which controlled the two, saving images to disk
and serving the data through http)

Unfortunately this was written at a previous job, and I don't have access to
the code anymore :(

JMF might be worth investigating too, but the Linux implementation
still isn't out (and at least 2.0 had plenty of limitations which made it
very hard to use in anything interesting)
