I tried moving the WinCast/TV card and the ethernet card around.
I tried various different positions for each card.  I even
tried a different (though still tulip based) ethernet card.

Nothing changed the behavior.  The WinCast/TV is out of the system
now and the ethernet works fine.

I'll try poking about the BIOS settings and see if anything
comes up.
